Sarasota County’s third Annual Recovery Plan Performance Report now available

August 30, 2023 by Post

SARASOTA COUNTY – Sarasota County has published its third annual report detailing its use and activities related to the U.S. Treasury award of $84.2 million dollars of American Rescue Plan Act (ARPA), State and Local Fiscal Recovery Funds (SLFRF). The funds support the response to and recovery from the COVID-19 public health emergency, and this report covers projects and activities from July 1, 2022, to June 30, 2023.
During this period, progress was made on initiating, expending, and completing ARPA SLFRF- funded projects and initiatives defined by the Sarasota County Board of County Commissioners. In accordance with ARPA SLFRF requirements, these projects and initiatives supported areas including public health response, negative economic impacts, investments in infrastructure, and recovering revenue loss.
Several accomplishments and completed projects highlighted in this report include:The expenditure of $8 million for mental health initiatives to be redeployed from the general fund and $12.4 million expended for costs of COVID-19-related response and recovery efforts by the county, as a result of revenue replacement costs.   $5 million was expended for recovering COVID-19 medical and pharmaceutical self-insurance expenses for employees and dependents of the county and the Sheriff’s Office.   $1.3 million was expended to support the acquisition of affordable housing properties on behalf of Family Promise of South Sarasota County and Harvest Tabernacle, Inc., with 30-year affordability requirements on funded units.$1 million was expended to support the acquisition of equipment and supplies for the new District Twelve Medical Examiner’s Office in their continuing support of investigating and reporting on COVID-19 related impacts. Solicited and executed design and construction contracts for water quality projects, to include the Venice Gardens Advanced Wastewater Treatment conversion project and the Knights Trail Utility Improvement project. Executed several affordable housing funding agreements, which provided funds to advance critically needed affordable housing developments. These projects are approaching construction and are expected to add over 600 affordable housing units for low to moderate income households.
