MIAMI – October 30, 2014 – Dustin P. Monokian has joined Shutts & Bowen LLP as a partner in its Tampa office, as a member of Shutts & Bowen’s newly created Government Contracts Practice Group. Mr. Monokian most recently served as Associate Counsel in Government Procurement Law for the Department of the Navy, at the Naval Air System Command (NAVAIR) outside of Washington, D.C.
”Dustin’s addition will give our growing federal government contracts and procurement practice added depth,” said Alan Higbee, the Managing Partner of the firm’s Tampa office. “Dustin brings a wealth of knowledge of the entire procurement process from his time as a program attorney for the Department of the Navy. He was responsible for major defense acquisitions, including those for aircraft, drones, and associated support services. His expertise and passion for government contracts will be a great asset to the firm and our clients, and we are thrilled to have him.”
Mr. Monokian, a Miami native, received his J.D. from the University of Pittsburgh Law School and is about to receive his Master of Laws (LL.M.) in Government Procurement Law from The George Washington University Law School. Mr. Monokian has recently been an adjunct professor at Florida Institute of Technology, teaching acquisition and contract management.
Shutts and Bowen’s Government Contracts Practice Group has been created to assist federal and state government contractors in navigating the complex and sometimes hazardous field of procurement at the international, federal, state, and local levels.
The Government Contracts Practice Group can provide a full range of top-caliber legal services to the firm’s rapidly expanding number of federal and state government contracts clientele, which operates in a wide range of industries, including defense, aviation, healthcare, education, and construction. The Group is comprised of experienced lawyers — many of them former government attorneys and JAG officers — who understand the intricacies and practicalities of doing business with the government. The Group provides clients with strategic advice on all phases of procurement, including the submission of bids and proposals, the competitive source selection process, navigating the contract administration period, and the filing and defense of bid protests, as well as claims resolutions.
The members of the Government Contracts Practice Group also provide a wide range of non-procurement legal services to government contractors, including services related to mergers and acquisitions, joint ventures, financing, commercial contract review, commercial litigation, and assistance with governmental investigations. The emphasis of the Government Contracts Practice Group is to comprehensively address the transactional and regulatory needs of our clients in the commercial, defense, aerospace, and high-tech sectors.
